Meeting of the Commission for the Study of National Issues

The Commission for the Study of National Issues at the Georgian National Academy of Sciences heard a report delivered by Professor Parmen Margvelashvili on the theme “Protecting the Rights of the Child from Systemic Violence.” The professor spoke of the only obligation, along with the rights and freedoms set forth in the Declaration of Human Rights, that everyone is obliged to receive at least primary education, and that the state must fulfill its educational obligations. This is a mandatory requirement of the Declaration of Human Rights. Obviously, the same principles apply to the Convention on the Rights of the Child, adopted 30 years ago.
According to Professor Parmen Margvelashvili, the legislation of Georgia in the field of education is not harmonized with the requirements of the Convention and thus there is a basis for a possible systematic violation of the requirements of the Convention on the Rights of the Child.
