of the Georgian National Academy of Sciences

Article I

General Provisions

  1. Georgian National Academy of Sciences is a unity of persons, who have achieved excellence in a science and scholarship. It is a successor to, and continuer of the ancient seats of Georgian education and spirituality the academies of Gelati and Iqalto. The Academy is a scientific adviser to the government of Georgia.
  2. The Georgian National Academy of Sciences is a legal entity of public law, based on membership and a legal successor to the “Georgian Academy of Sciences”. The membership of the Academy is formed by full members of the Academy, the corresponding members, honorary and foreign Members. (Amendment: Resolution No.9 of the General Meeting of the Academy of September 12, 2016).
  3. In its activities the Georgian National Academy of Sciences is guided by the Georgian Constitution, the Law of the Republic of Georgia “On the Georgian National Academy of Sciences”, the Georgian Legislation and the Statutes of the Academy.
  4. The Georgian National Academy of Sciences is a self-governing scientific institution, which approves its Statutes independently, defines its structure and decides the issues of the Academy’s scientific organization and its staff, as well as its economic and international cooperation.

Article II

The Objectives and Tasks of the Academy

  1. The Georgian National Academy of Sciences has the following main objectives:
  2. to facilitate the development of science in Georgia;
  3. to carry out and support fundamental and applied research;

  1. to care for state languages and improvement of scientific terminology in these languages;

  1. to forecast the ways of scientific development; work out proposals on state priorities in conformity with the latest advances in the world science and supply the government with appropriate recommendations;
  2. to be a scientific expert on the issues of research conducted in the country;
  3. to inform the public about scientific breakthroughs around the world and promote the scientific attainments of Georgian researchers and scholars in the international arena.

 

  1. Seeking these objectives, the Georgian National Academy of Sciences:
  2. engages in scientific-research and expert activities; in order to implement its tasks – in case of need – it sets up and directs research teams;
  3. considers and assesses the annual reports on scientific activities of higher education institutions and research institutes of Georgia (except for the legal entity of public law – Institute of Technology) for which it is authorized to request from these organizations the necessary additional information and inform them, as well as the Ministry of Education and Science and the Foundation for the Development of Science about the results of its expert activities;
  4. expertizes the scientific activity and research work; arranges scientific discussions, symposia and conferences;
  5. issues printed and electronic scientific journals and other periodicals, carries out international exchange of scientific literature;
  6. engages in popularization of scientific achievements and scientific heritage; gives public lectures at educational institutions;
  7. institutes and awards prizes in the fields of science and technologies to promote significant scientific work;

f1) establishes scholarships and selects successful scientists who are not members of the Academy as fellows of the Academy;

  1. is entitled to membership in international scientific organizations; establishes contacts with the world’s leading scientists and research centers;
  2. coordinates the research work of scientific institutions;
  3. sets up Commissions in various fields of science and technologies;
  4. on the basis of a written request, keeps the private Archives of figures of science and culture that are valuable for Georgia’s history;
  5. assigns the title of the best research institution of the year in various areas and presents awards;
  6. in conformity with the rules established by Georgian legislation, engages in other auxiliary economic activities connected with the tasks of the Academy.

Article III

Members and scholarship holders of the Georgian National Academy of Sciences

  1. The total number of full members (academicians) of the National Academy of Sciences of Georgia should not exceed seventy.
  2. A citizen of Georgia, working in Georgia, a scientist with high scientific authority who has made an internationally acknowledged contribution to the development of science may be elected a full member (academician) of the Georgian National Academy of Sciences.
  3. The Georgian National Academy of Sciences elects as its Honorary Member a Georgian citizen, a figure of world recognition, who has made a major contribution to the development of science or/and culture in Georgia.
  4. The Georgian National Academy of Sciences elects as its Foreign Member internationally recognized scholar and public figure who is a citizen of foreign country.
  5. A person with an academic degree of a doctor or an equivalent scientific degree, who is the author of internationally recognized scientific works, may be elected as a scholarship holder of the National Academy of Sciences of Georgia.
  6. A person over 50 years of age cannot be elected as a scholarship holder of the National Academy of Sciences of Georgia. He/she must be a citizen of Georgia and work in Georgia. The person will be selected as scholarship holder for a period of 5 years. One and the same person can be elected as a scholarship holder of the Academy only twice.
  7. The total number of corresponding members of the National Academy of Sciences of Georgia and scholarship holders of the Academy should not exceed forty.

Article IV

Management and governing bodies of the Georgian National Academy of Sciences

 

  1. The Georgian National Academy of Sciences has as its basis the principles of electivity, democracy and transparency.
  2. The Georgian National Academy of Sciences is governed by:
  3. General Meeting of the Academy
  4. Academic Council (Presidium) of the Academy
  5. President of the Academy.
  6. The positions of the president of the National Academy of Sciences of Georgia and the vice-President of the Academy are administrative positions of the Academy.

Article V

General Meeting of the Georgian National Academy of Sciences

  1. The General Meeting of the Academy is a supreme body of management of the Georgian National Academy of Sciences, in which Full Members of the Academy (Academicians) and Corresponding Members take part with voting right. Honorary academicians and foreign members of the Academy in Georgia and scholarship holders of the Academy, also take part in the work of the General Meeting with the right of deliberative vote.

  1. General Meeting of the Academy:
  2. approves the statutes and structure of the Academy by a majority vote of the listed composition (hereinafter – the listed composition) of full members (academicians) and of corresponding members of the Academy;
  3. determines the key directions of the activity of the Academy;
  4. elects the President, Vice-President, the Academician-Secretary of the Academy academician-secretaries of the scientific departments (hereinafter – the Department) and other members of the Presidium among the full members (academicians) of the National Academy of Sciences of Georgia voting by secret ballot, by the majority of members for a period of five years;
  5. elects the members of the Presidium of the Academy before the deadline by secret ballot, with 3/5 of the payroll;
  6. considers and endorses the annual report of the Academy and submits a motivated request for subsidizing the Academy for the coming year;
  7. elects full members (Academicians), honorary and foreign members of the Academy, and scholarship holders;
  8. deals with issues related to scientific ethics.

  1. The General Meeting of the National Academy of Sciences of Georgia is convened as needed, but not less than twice a year. Convening of the General Meeting is mandatory if requested by at least one third of the voting members.
  2. The General Meeting of the National Academy of Sciences of Georgia is authorized

if not less than 3/5 of the Members with voting right are present.

  1. The General Meeting of the Georgian National Academy of Sciences is convened and chaired by the President of the Academy, and in his/her absence, by the Acting President of the Academy.
  2. The General Meeting of the Georgian National Academy of Sciences takes decisions by a majority of the listed composition.

Article VI

The Academic Council (Presidium) of the Georgian National Academy of Sciences

 

  1. The Academic Council of the Georgian National Academy of Sciences is composed of the President, Vice-President, Academician-Secretary, Academician-Secretaries of the Departments and other members determined by the General Assembly of the Academy, the number of which shall not exceed five. The procedure for selecting and electing other members of the Presidium of the Academy is regulated by this Statute and the temporary regulation approved by the General Meeting.
  2. The Academic Council of the National Academy of Sciences of Georgia implements the decisions of the General Meeting of the Academy and directs the activities of the Academy in the period between the general meetings of the Academy.
  3. The Presidium of the National Academy of Sciences of Georgia is accountable to the General Meeting of the Academy.
  4. Duties and functions among the members of the Presidium of the Academy are distributed by the President of the Academy in agreement with the members of the Presidium of the Academy and approved by the Presidium of the Academy.
  5. Scientific committees, commissions and scientific societies may exist under the Presidium of the National Academy of Sciences of Georgia.
  6. The Presidium of the Academy
  7. establishes scientific contacts with specialized academies of sciences and foreign academies of sciences, as well as with other scientific institutions;
  8. convenes scientific sessions, conferences, discussions and symposiums; awards personal prizes for significant scientific studies and inventions, as well as prizes of the National Academy of Sciences of Georgia for the best scientific works of young scientists and students of higher education institutions;
  9. submits an Annual Report of the activities by the National Academy of Sciences of Georgia to the General Meeting of the Academy for consideration and approval;
  10. on the basis of conclusions submitted by the Scientific Departments of the Academy, it assesses the annual reports on the scientific activities and completed research works of the higher educational institutions, scientific-research institutes; offers its views to these Organizations, and to the Georgian Ministry of Education and Science and the Foundations for the development of science.
  11. approves regulations on the existing structural units of the Academy;
  12. at the President’s suggestion, approves the heads of structural units of the Academy;
  13. endorses the composition and regulations of the Editorial Boards and Councils of the periodical publications of the Academy;
  14. endorses the model regulations on the awarding of academic personal prizes to outstanding scientists/scholars.
  15. approves the scientific secretary of the department elected by secret ballot by the general meeting of the scientific department.
  16. The Presidium of the National Academy of Sciences of Georgia is served by the administrative apparatus. The Presidium of the Academy approves the regulations and bylaws of the administrative apparatus.

Article VII

The President of the Georgian National Academy of Sciences

  1. The president of the National Academy of Sciences of Georgia is the full-fledged representative of the Academy both inside and outside the country. He is responsible for conducting the activities of the Academy. The President of the Academy is at the same time the Chairman of the Presidium of the Academy.
  2. The president of the Georgian National Academy of Sciences is elected from the full members (academicians) of the Academy for a 5-year term by secret ballot, by the majority of the listed composition. The President of the Academy may not be elected for more than two terms in succession.
  3. The Academy Council, Scientific Departments and Specialized Commissions, groups of Members of the Academy and individual Members are entitled to nominate the candidature for President.
  4. The President of the Georgian National Academy of Sciences:
  5. proposes to the General Meeting the candidates for the vice-presidency of the Academy, academician-secretary of the Academy and other members of the Presidium;
  6. convenes and chairs the General Meeting and sessions of the Academic Council;
  7. manages the finances of the Academy.

Article VIII

The Structure of the Georgian National Academy of Sciences

  1. The structure of the Georgian National Academy of Sciences is determined by the Presidium and endorsed by the General Meeting of the Academy.
  2. T he main structural unit of the Academy is the department, which unites full members of the Academy (academicians), corresponding members of the Academy and scholarship holders of the Academy. The department is headed by an academician-secretary of the department.
  3. In accordance with Article 10 of the “Law of Georgia on Science, Technology and their Development”, at the request of a research institution and with the consent of the Presidium of the National Academy of Sciences of Georgia, this scientific institution may be established as a structural unit of the Academy, if the Ministry of Economy and Sustainable Development of Georgia takes a decision to transfer property to it.
  4. The powers of the departments and other structural units of the Academy, as well as the procedure for electing and appointing their leaders, are determined by the same statute, the relevant provisions approved by the Presidium of the Academy, and the internal regulations of the Academy.

Article IX

The Scientific Department of the Georgian National Academy of Sciences

  1. The main scientific and organizational unit of the National Academy of Sciences of Georgia is a department headed by the Academician-Secretary of the Department of the National Academy of Sciences of Georgia. The department carries out its activities in accordance with the regulations approved by the Presidium of the Academy.

  1. The general meeting of the Department is the highest body of the Department.

  1. The general meeting of the Department elects the candidacy of the academician-secretary of the Department from the full members of the Academy by secret ballot, which is presented to the General Meeting of the Academy for election.

The general meeting of the Department by secret ballot elects the scientific secretary of the department for a period of five years.

  1. The Department sets up specialized Commissions of Science and Technologies (hereafter: Commissions), and the general meeting of the Department elects chairpersons of the Commissions from the Members of the Academy.
  2. The Department:

  1. hears and endorses the Report on the work of the Department;
  2. discusses questions of the development of priority areas in the relevant fields and submits appropriate proposals to the Academic Council;

  1. gives expert assessment of the annual reports on the activity of Georgia’s scientific and educational institutions and submits a relevant conclusion to the Academic Council;

  1. coordinates the work of the respective research institutions;
  2. sets up Expert Commissions for the award of personal prizes of the Georgian National Academy of Sciences;
  3. submits proposals to the Academic Council of the Georgian National Academy of Sciences on the award of personal prizes. In the case of a relevant decision being taken, the Academy Council sets up Expert Commissions to consider the applications received;
  4. coordinates the work of Expert Commissions set up for awarding personal prizes to outstanding scientists/scholars; considers the results of their work and submits the materials of discussions at the Department General Meeting to the Presidium for approval;

  1. discusses questions of holding scientific sessions, conferences and meetings, submitting appropriate proposals to the Academic Council;

  1. directs the Department and is a plenipotentiary representative of the Department in the Academic Council;

  1. calls and chairs the Department General Meeting and the Bureau of the Department.
  2. The objectives of specialized Commissions of the Department are:
  3. analysis of the international level of the results achieved in the field of science and technologies; working out recommendations and submitting them to the Department General Meeting for discussion;
  4. expert estimation of the annual reports and separate scientific papers of scientific and technological research conducted in Georgia and presentation of relevant conclusions for discussion at the session of the Department;
  5. identification of the year’s best research teams according to the field and submission of relevant proposals for discussion at the meeting of the Department; the best research team is selected by the Department Bureau on the basis of the established criteria.

Article X

Elections of full member (academician), honorary academician, foreign member of the Academy and scholarship holder of the National Academy of Sciences of Georgia

  1. Election of a full member (academician) and scholarship holder of the Georgian National Academy of Sciences is carried out in accordance with the Law of Georgia on the National Academy of Sciences of Georgia and this Statute.
  2. Election of full members (academicians) of the Georgian National Academy of Sciences and scholarship holders is held for vacancies according to specialties approved by the Academic Council.
  3. The Academic Council of the National Academy of Sciences of Georgia determines the deadlines for accepting documents of candidates for an academic degree and scholarship, as well as a list of submitted materials about candidates.
  4. The announcement of the Academic Council of the Georgian National Academy of Sciences on holding elections of full members (academicians) of the Academy is published no later than three months before the elections and posted on a website of the Academy (science.org.ge).

The announcement of the National Academy of Sciences of Georgia on the holding election of of scholarship holder is published in the press no later than two months prior to the elections and is posted on a website (science.org.ge).

  1. Members of the National Academy of Sciences of Georgia, research institutions, state higher educational institutions and private authorized higher educational institutions are entitled to nominate candidates for full membership (academician) and scholarship holder of the Georgian National Academy of Sciences.

A candidate for membership has the right to withdraw his/her candidacy at any time.

  1. The acceptance of documents for the titles of a member of the Academy and a scholarship holder is carried out by the human resources and special assignments department (hereinafter HR) and the registration is carried out by the administrative office of the Academy.

If an error is found in the received documents, the Human Resources Department of the Academy notifies the representative in writing (e-mail) and sets three working days to eliminate the error. If the candidate fails to eliminate the deficiency within the specified period, the issue of electing him as an academician or scholarship holder is no longer considered.

  1. Within 10 days after the deadline for accepting documents of election participants, the HR of the Academy will inform the Presidium about the submitted candidates, and the documents of registered candidates will be sent to the relevant scientific departments of the National Academy of Sciences of Georgia for consideration.
  2. The basic materials (CV) and a list of publications reflecting the research activities of registered candidates are posted on a website of the Academy (science.org.ge).
  3. The list of candidates for real membership (academician) of the National Academy of Sciences of Georgia, who are registered, will be published in the press and posted on a website of the Academy (science.org.ge) no later than one month before the elections.

The list of scholarship candidates participating in the elections, who have been registered, is published in the press and posted on a website of the Academy (science.org.ge) no later than twenty days before the election.

  1. Full members of the National Academy of Sciences of Georgia (academicians) have the right to vote in the selection of candidates for academicians at the general meeting of the Departments, as well as at the General Meeting of the Academy.

Note: based on the principles of equality and impartiality, the right to vote is prohibited to the academician who is a relative and/or family member of the candidate registered for the announced vacancy.

  1. The Department and the General Meeting of the Academy shall select the candidates for membership and scholarship of the Academy by secret ballot.

Academicians and Corresponding Members may vote for one or more candidate for membership and scholarship of the Academy during selection/elections.

  1. Within ten days after the publication of the list of candidates participating in the elections for full members (academicians) and scholarship holders of the Academy, the Presidium of the Academy approves the expert commissions of the Departments according to the fields.
  2. The expert commission considers the materials submitted by the relevant Department on the registered candidate and conducts a secret ballot to make an appropriate recommendation to the candidate for the announced vacancy.
  3. The results of the voting of the expert commission must be presented to the general meeting of the Department before the selection of candidates for academicianship and scholarship holder.
  4. During the current elections at the Academy, if necessary, with the appropriate decision of the Presidium, individual departments may hold a joint meeting to fill all the vacancies allocated to these Departments. Merging a department with another department is carried out by decision of the Presidium on the basis of a written application of the Department, if the number of academicians in the Department is less than five or in other special cases.
  5. Before the elections, the scientific Department of the Academy will hear reports from academicians and scholarship applicants on their scientific work. Members of the Academy (and other interested parties) have the right to attend hearings at the Department.
  6. The listed composition of the members of the Department is specified by the department and approved by the Presidium of the Academy.

Note: The Academicians and Corresponding Members of the Georgian National Academy of Sciences, who are on a mission abroad at the time of elections shall not be considered in the listed composition, nor the Academicians and Corresponding Members about whom a special decision of the Academic Council has been taken, relieving them from participation in the elections owing to the state of their health.

  1. The general meeting of the Department is authorized to organize the selection of candidates for full membership (academicians) of the Academy, if at least three-fifths of the listed composition of full members (academicians) of the Department participates in the selection (including voting members of the Academy who vote for the election of a candidate for academicians).

For the selection of scholarship holders – if at least three-fifths of the list of full members (academicians) and corresponding members of the Academy of this Department (including members of the Academy with the right to vote voting for the selection of a scholarship holder for an apartment) participate in the selection.

For members with the right to vote, voting for the choice of a candidate, as well as for members of the Academy abroad, remote participation in the work of the session (not by secret ballot) using modern information technologies is allowed.

  1. At the general meeting of the Department, the elected candidate for academicianship is the person who received the majority of votes, but not less than three-fifths of the votes.

At the general meeting of the Department, a candidate for a scholarship is a person who has received the majority of votes from the list of academicians and corresponding members of this department, but not less than three-fifths of the votes.

 

If two or more candidates for Academy Member and scholarship get a passing (3/5 or more) number of votes, the person who receives the largest number of votes will be considered selected.

  1. If in the first round of voting the winner could not be determined and several candidates for academicianship or scholarship received more than half (but less than 3/5) of the votes of the electors, a second round of voting is held for these candidates, and in the event that even after the second round they did not receive the necessary number of votes for selection number (3/5 or more), the vacancy will be considered cancelled.
  2. If in the first round of voting two or more candidates for an academicianship or scholarship received an equal number of necessary votes (3/5 or more) for one vacancy, a second round of voting is held for them; if none of them received necessary vote in the second round, the vacancy is considered annulled. If the candidates in the second round again received an equal number of votes (3/5 or more) for one vacancy, a third round of voting is held. In the event that after the third round two or more candidates for an academicianship or scholarship are selected for one vacancy with an equal number of necessary votes, the issue of electing them as a full member (academician) or scholarship holder of the Academy is decided by the General Meeting of the Academy.

At the General Meeting, the candidate for academicianship or scholarship who receives the largest number of votes, but not less than three-fifths, will be considered selected.

If the candidates gain an equal number of votes at the General Meeting of the Academy, the vacancy will be considered cancelled.

  1. The listed composition of Academy Members (which includes academicians with the right to vote and corresponding members voting for the election of an academician or scholarship holder) is approved by the general meeting of the Academy.

Note: The Academicians and Corresponding Members of the Georgian National Academy of Sciences, who are on a mission abroad at the time of elections shall not been considered in the listed composition, nor the Academicians and Corresponding Members about whom a special decision of the Academic Council has been taken, relieving them from participation in the elections owing to the state of their health.

  1. A full member (academician) of the National Academy of Sciences of Georgia and a scholarship holder of the Academy are elected by the general meeting of the Academy from the candidates selected by the departments of the Academy.

For members with the right to vote, voting when electing a candidate, at home, as well as for members of the Academy who are abroad, remote participation in the session (not secret ballot) using modern information technologies is allowed.

  1. A candidate, who receives the majority of votes from the listed composition of academicians of the Academy, but not less than three-fifths of the votes, will be considered elected an academician.

A candidate, who receives the majority of votes from the listed composition of academicians and corresponding members of the Academy, but not less than three-fifths of the votes, will be considered to be elected a scholarship holder.

  1. Counting commissions are elected at the general meeting of the Department and the General Meeting of the Academy from the full members of the Academy.
  2. At the general meetings of the departments of the Academy and at the general meeting of the Academy, secret ballots have the words “I agree” and “I am against” along with the name of the candidate, one of which is crossed out by the voting participant. Ballots without markings, as well as ballots in which the words “agree” and “against” are removed or left for a particular candidate, are considered invalid.
  3. At the general meeting of the Department and Academy, the presence of another person is not allowed when filling out the ballot, except in cases where the voter is not able to fill out the ballot on his own, at that time, he/she has the right to invite any person to help, but not the member of the vote counting commission and not an academician / scholarship candidate.
  4. The receipt of the ballot for secret voting at the general meetings of the departments and the General Meeting of the Academy is confirmed by signing the ballot.
  5. If a voter accidentally spoils the ballot, he/she hands it over to the chairman of the counting commission, who marks the ballot as “spoilt”, cuts off the corner and stores it separately, and hands over a new ballot to the voter.
  6. Secret voting is held at the Academy, in a room designated for holding elections, where there is a sealed box and only the members of the counting commission are present.
  7. In case of voting at home, the counting commission allocates a group of commission members who ensure voting at home. The ballot box brought from home is opened together with the main ballot box and the total counting of votes is carried out.
  8. The minutes of the counting commission of the Department are approved by the general meeting of the Department by a simple majority of votes.
  9. The minutes of the vote counting commission of the general assembly of the Academy are approved by the General Meeting of the Academy with a simple majority of votes.
  10. The minutes of the counting commission, together with secret ballots, are kept in a sealed envelope at the National Academy of Sciences of Georgia.
  11. The results of the elections are published in the press and posted on a website of the Academy (science.org.ge).
  12. The elected academician is a full member of the relevant Department from the day of election by the General Meeting of the Academy and enjoys the rights provided for by the current legislation and the Statutes of the Academy.
  13. The elected scholarship holder is considered a scholarship holder of the relevant Department from the day of election by the General Meeting of the Academy and enjoys the rights provided for by the current legislation and the Statutes of the Academy.
  14. A candidate for election to fill vacancies of Honorary Academicians and Foreign Members of the Georgian National Academy of Sciences are presented to the General Meeting by the president of the Academy after discussion at the Presidium on the basis of the recommendation of the relevant specialized Department.

The General Meeting of the National Academy of Sciences of Georgia elects an honorary academician and a foreign member of the Academy by open voting.

Article XI

The Status of Academician and Corresponding Member of the Georgian National Academy of Sciences

  1. An academician and a corresponding member of the Georgian National Academy of Sciences may direct the research of a major scientific problem or take part in its implementation.
  2. Academicians and Corresponding Members of the Georgian National Academy of Sciences are members of one of the Departments of the Academy; they may move from one Department to another, provided a majority of the listed composition of the other Department gives its assent.
  3. An Academician or a Corresponding Member who is Member of one Department, may – at the assent of the listed composition of the Members of another Department – take part in the work of the latter, and enjoy all the rights of a Member of this Department, excepting the right to vote at the election in the same Department of academicians and corresponding members of the Academy.

  1. A Member of the Academy is entitled to raise scientific and scientific-organizational issues for discussion in the Academic Council, as well as in the Department he/she belong to, and propose such issues at the General Meeting.

  1. Academy Member should submit an Annual Report on his scientific work to the respective Department, following its discussion in the respective Commission.

Article XII

The Allowance of a Full Member (Academician), corresponding member and a scholarship holder of the National Academy of Sciences of Georgia

  1. A Full Member (Academician) of the Georgian National Academy of Sciences is assigned a lifetime monthly allowance of not less than GEL 1.600.
  2. A Corresponding Member of the Georgian National Academy of Sciences is assigned a lifetime monthly allowance of not less than GEL 1.000.
  3. A scholarship holder of the Academy is assigned a scholarship in the amount of at least 1000 GEL per month.
  4. The allowance as stipulated in paragraphs 1 – 3 of this chapter is paid from the state budget of Georgia, their use for other purposes is not allowed.
  5. The allowance provided by 1 and 2 paragraphs of this chapter for a Full Member or a Corresponding Member of the Georgian National Academy of Sciences will be discontinued in the case of renouncing or losing Georgian citizenship.
  6. The scholarship provided for paragraph 3 of this chapter will be terminated for a scholarship holder in the case of renouncing, losing Georgian citizenship or termination of scientific activity in Georgia..
  7. The allowance provided for by paragraphs 1 and 2 of this chapter corresponds to the allowance set for the scientific status of a Member of the Academy.

Article XIII

The Property of the Georgian National Academy of Sciences

  1. To implement the objectives set and the function imposed, the Georgian National Academy of Sciences uses the property under usufruct, transferred to it without compensation by the Ministry of Economy and Sustainable Development of Georgia, according to the rules established by the legislation of Georgia.

Article XIV

Financing the Georgian National Academy of Sciences

  1. The basic source of financing the Academy is the Georgian State Budget. The funds allocated to the Academy are itemized separately in the Georgian Law “On the State Budget for the Relevant Years”.
  2. Additional sources of funding the Georgian National Academy of Sciences are:
  3. state and private funds supporting scientific research, including international funds and those of foreign countries;
  4. grants and revenues received from implemented contracts;
  5. revenues from scientific and publishing activities (including those financed from the state budget);
  6. financial resources obtained through economic activity authorized by the Georgian legislation;
  7. other – including auxiliary economic activity connected with the tasks of the Academy and carried on conformably to the rules established by the legislation of Georgia..

Article XV

State Control of the Activity of the Georgian National Academy of Sciences

  1. State monitoring of the activities of the Academy is carried out by the Georgian Ministry of Education and Science in conformity with the rules set by the legislation of Georgia.

Article XVI

The Rule of Altering the Statutes of the Georgian Academy of Sciences

  1. The Statutes of the Georgian National Academy of Sciences can be altered by a decision of the General Meeting of the Academy, in favor of which at least 3/5 of the listed composition of the Members of the Academy should vote.

Article XVII

Transitional provisions

  1. Immediately after the expiration of the term, the incumbent president, vice-presidents and members of the Presidium of the National Academy of Sciences of Georgia resign of office.
  2. The National Academy of Sciences of Georgia shall ensure the holding of the first election of scholarship holders of the Academy by January 1, 2017.
  3. This Statute, with the exception of Article 3 of Chapter 12, shall enter into force upon approval.
  4. Article 3 of Chapter 12 of this Statute shall enter into force on January 1, 2017.
